Selectmen’s Meeting Minutes
July 19, 2005
(Joint Meeting with the Government Study Committee)


Present:        Christopher Colclough, Mark Gallivan, Jesse McSweeney and James Egan (late).  Rebecca Coletta (absent)  Also present Executive Secretary Michael Finglas and Executive Assistant Meredith Marini

Government Study Committee Members:  Kate Gallivan, Jesse McSweeney, Peter Muise and Richard Edgehille.

7:30 p.m.       Mr. Muise called the Government Study Committee meeting to order.  Chairman Gallivan called the Board of Selectmen’s meeting to order.

Item I          Presentation by Government Study CommitteeMr. Muise gave a brief history of the Committee and its charge by the Selectmen.  The Committee will be presenting a report to the Board of Selectmen for its acceptance, rejection or modification.  

7:40 p.m.       Mr. Edgehille was called out of the meeting.

Mr. Muise recounted the Committee’s recommendation that the Treasurer/Collector’s position remain status quo and changing of the Executive Secretary’s position to Town Administrator.  The Board received a recommendation from Town Counsel as to the process of implementing the change to Town Administrator.  Mr. Muise suggested Board and Committee meet with Town Counsel to address potential questions.  

7:45 p.m.       Mr. Egan arrived.

The Government Study Committee is reviewing various possibilities of changing from a Highway Department to a DPW and incorporating several committees, such as Parks and Fields and Memorial Field into the DPW.  They are also reviewing several other appointments and will recommend consolidation of some committees.  The group discussed at length the type of report the Government Study Committee will be presenting to the Board.

8:25 p.m.       Mr. Edgehille returned to the meeting.  

After considerable discussion, the Board of Selectmen requested that the Government Study Committee forward the Board a complete report with all its recommendations, “shooting for the moon” along with an organizational chart.  The Board of Selectmen would be responsible for the implementation of the Government Study’s Committee’s recommendations.  

Mr. Muise recommended the Government Study Committee meet on August 8th.  The Government Study Committee adjourned.

Item II Building Inspector – Mr. Finglas informed the Board that he reached an agreement with Building Inspector candidate, Robert Kirby who has accepted the position of Building Commissioner subject to the Board of Selectmen requesting a salary increase at the October Special Town Meeting.  Mr. Kirby is very enthusiastic about working for the Town .

MOTION by McSweeney, second by Egan to appoint Robert F. Kirby as Building Commissioner in accordance with salary requirements as discussed with the Executive Secretary effective July 20, 2005.  Voted 4 – 0

MOTION by Colclough, second by McSweeney to adjourn.  Voted 4 – 0.
